MnDOT will improve access and safety at the intersection of Hwy 23 and Stearns Co. Rd. 8 in Rockville with a J-turn design.

- Add pedestrian crossing in the median
Hwy 23 and Stearns Co. Rd. 8 has been identified as a high crash-risk intersection based on its history.
2022:
- MnDOT sees an increase in crashes and reviews the intersection
- 9 total crashes (2017-2021)
- 5 right-angle (T-bone) crashes, includes one fatal
- 9 total crashes (2017-2021)
- The crash rate is over the statewide average, near critical
- MnDOT applies for Highway Safety Improvement Program funding
2023:
- MnDOT is awarded safety funding
- MnDOT investigates safety and traffic capacity through an intersection control evaluation
- Current and future operation of the existing two-way stop is compared with other alternatives (i.e. all-way stop, traffic signal, J-turn, etc.), looking at the benefit-cost of each
- J-turn intersection is recommended and selected as the best solution to address the crashes and improve safety
2024:
- MnDOT provides update to Rockville City Council March 13
- Project team holds public open house June 11
J-turns are driving movements proven to reduce serious and fatal crashes caused by “T-bone” crashes at intersections. When using J-turns, drivers focus on one direction of traffic at a time.
How to use J-turns
- Stop and yield to vehicles in both lanes to your left
- Crossover into the lane in the median
- Yield to vehicles in both lanes to your right
- Make a U-turn and head towards your destination
- Either continue through the intersection or turn right
