Hwy 10 and 23—St. Cloud interchange: Public invited to construction kick-off March 27

ST. CLOUD, Minn. – The St. Cloud community is invited to attend to a public meeting from 3 p.m. to 6 p.m. Monday, March 27, to learn about 2023-2024 construction on hwy 10 and 23 in east St. Cloud, announces the Minnesota Department of Transportation.

The event will be held at the MnDOT St. Cloud office, lower level, Sinclair Lewis conference room, 3725 12th Street North, St. Cloud. The event is drop-in style to better fit individual schedules. Guests may arrive and leave at their convenience. Parking and building entrance from the south.

This year marks the first year of an ambitious two-year construction project on hwy 10 and 23 that will:

  • Reconstruct the hwy 10 and 23 interchange area:
    • Rebuild the hwy 23 bridge(s) over hwy 10
    • Reconfigure on/off ramps to improve motorist traffic flow and safety
  • Reconstruct both directions of hwy 10 between 15th Avenue SE and Benton Drive, includes turn lanes, shoulders and entrances
  • Reconstruct both directions of hwy 23 from east of Wilson Avenue SE near the pedestrian overpass to east of Benton County Road 1, includes turn lanes, shoulders and entrances
  • Update signal systems at hwy 23 and Lincoln Avenue; hwy 10 and E St. Germain Street; and hwy 23 and Division Street E/14th Avenue SE
  • Construct a noise wall along the south side of hwy 23 and east of 14th Avenue SE
  • Replace or repair underground drainage structures and city utilities
  • Construct a new City of St. Cloud Fourth Street SE bridge to span hwy 10 and connect the east and west hwy 10 frontage roads
  • Update and provide safer pedestrian and bicyclist crossings and trails/walks within the area

When complete in November 2024, the $43.7 million interchange project will invest in infrastructure to last 60-plus years, provide a smoother drive, and improve motorist and pedestrian safety and access throughout.
