Rules
Rules are agency statements adopted to implement the law enacted by the legislature; they provide specific details regarding the laws the agency is required to enforce or administer. See current list of all transportation-related rules in effect on the Revisor of Statutes website.
Rulemaking
Rulemaking is the process of drafting rules with public input. Rulemaking in Minnesota follows procedures outlined in the Minnesota Administrative Procedure Act, Minnesota Statutes, Chapter 14, and the rules of the Office of Administrative Hearings, Minn.R., Chapter 1400. As new rules are adopted, the public has the opportunity to get involved in the rulemaking process.

Rulemaking docket
In accordance with Minnesota Statutes, section 14.366, MnDOT is required to maintain a Public Rulemaking Docket. The docket contains all pending rulemaking proceedings by the department.
