MnDOT reminds motorists no through traffic on the Winona side of Highway 14 Stockton Hill
STOCKTON, Minn. – Motorists not traveling to a residence or business on the Winona side of Highway 14 Stockton Hill must use the detour, as required by state law, according to the Minnesota Department of Transportation.
The active work zone is located on the Winona side of Stockton Hill. The work is nearly finished from Stockton to the top of the hill. Construction crews have noticed an increase in motorists traveling through the active work zone who are not stopping at a residence or business within it. This potentially causes congestion, delays in work and unsafe conditions for drivers and workers.
Motorists traveling from the east (Winona) who are trying to reach destinations west of the hill, must follow the project detour by taking Highway 61 and Winona County Road 23.

Additionally, Seminary Drive is closed and detoured while work takes place in this area over the next few weeks. People who use Seminary Drive can use Quarry Hill Road. Signs mark the detour route.
Construction crews are repairing the slope and making drainage improvements on Highway 14. They started on the Stockton side and have progressed to the Winona side of the hill. This work will guard against future erosion along the slope. Crews are also widening the shoulder of the road and replacing guardrail.

Highway 14 between Stockton and Winona is scheduled to be repaved in a separate project in 2026.
Safety in work zones
Motorists should always be prepared to encounter traffic changes when approaching work zones including lane closures, lane shifts, uneven road surfaces, slow-moving heavy equipment and slow or stopped traffic. To keep everyone safe, drivers must:
- Obey posted speed limits. The fine for speeding in a work zone is $300.
- Drive undistracted. Avoid using cell phones, mobile devices, adjusting the radio – even eating –while in work zones.
- Move over. Give workers room to safely complete their work.

- Be patient. Expect delays, especially during peak travel times.
- Do the zipper merge.
- Avoid making unnecessary lane changes.
- Never enter a road blocked with barriers or cones.
